[During the run-up to Noreascon 3 (probably in 1987 or early 1988, try 2-4/87 first; also check 8/86 (see 5.2(4)) the Membership authorized an ad-hoc joint NESFA-MCFI committee to be created from time to time to set a fair monthly donation, and that at least some of the NESFA-appointed members were to be non-MCFI members. The calculation should include at least these factors: the fraction of the CH's time used by MCFI, the fraction of the CH's space used by MCFI, the fraction of the CH's equipment and software owned by NESFA and by MCFI (and who uses it), and other services donated from one organization to the other because it's not worth keeping track. (E.g., credit card fees paid by on MCFI charges which are too small to track or which are constant and most easily dealt with by sweeping them into the donation.) Find this motion and add a new section (probably 5.2(6)) to document it.]
MSP that, subject to getting all four books published, we will take advance orders at a 20% discount for sets of all four books to be picked up at N4 provided that we get approval from N4's external vendor (Scott & Jane Dennis) and that mailing costs can be worked out.

1.14(6)M NESFA Press is directed to, upon request, replace any already-sold copy of the defective first printing of Powers of Two with a corrected copy at no charge beyond shipping and handling for as long as the book remains in print and to, except for a small number of file copies which must not be sold, destroy any copy of that first printing which comes into its possession. [In Program's report during the debriefing] We are making a Program Fiat here, which can be overruled by Boskone 42 Program or by the Membership at a Business Meeting – only Program can give out free memberships.
This should be redundant, since comped memberships should only be able to be given out by an area which has budgeted for them – only Program has done so in any Boskone budget that we remember, so only someone who has authority to commit portions of Program's budget should be authorized to give them out. On the other hand, there apparently are people who think that 'free' memberships are exactly that, created from nothing and reported to no-one – so we should do something to try to clarify the situation. And comped memberships are an even more sensitive case than most budgetary items, since many people regard them as establishing precedents.
We propose to handle the issue of 'free' memberships by making it explicit that all Boskone memberships must be paid for by some person or organization (this does mean that future Boskones will have to explicitly budget to pay for their guests' memberships as well as the guests' family's memberships) and that any Boskone membership paid for by Boskone must be paid from a budget line item which is explicitly designated for that purpose, then allowing normal budgetary controls to deal with the original issue.

1.9(17)M There are no 'free' Boskone memberships; every one must be paid for by someone. Memberships may only be paid for by Boskone itself when permitted by a budget line item which is explicitly designated for that purpose. As with any budget line item, only its owner may authorize expenditures against it. [5/04]
MSH to establish a Hal Clement Memorial Science Speaker to bring someone to Boskone each year; this will pay for travel, lodging, Boskone membership, and incidental costs. The speaker will be selected by the membership of NESFA.
